Frederick Cushman was born on July 7, 1758 in Norwich, New London County, Connecticut, the son of Charles Cushman. In 1771, he moved to Bennington, Bennington County, Vermont with his parents. In 1775, Frederick volunteered and served under Colonel Samuel Herrick on a raid against a body of Tories who had collected under the Command of Sir John Johnson at a Fort in Johnstown, New York. In the spring of 1776, he enlisted for about six months in a Connecticut Company under the command of Captain Couch then marching through Bennington. He proceeded with the Company to Skenesborough, Charlotte County (now Whitehall, Washington County) New York where he was employed in building boats till he was taken sick and was permitted to return home.
In 1793, Frederick moved to Georgia, Franklin County, Vermont. On November 7, 1793, he was one of the organizing members of The Georgia Congregational Church, located at Georgia Center. Frederick resided in Georgia until his death on October 22, 1852. He is buried in the Hope Cemetery in Georgia
